Victoria's north-south pipeline won't be switched back on despite opposition calls
to stop billions of litres of water being wasted.
Water from Lake Eildon in Victoria's northeast are being released to prevent flooding
downstream and the opposition wants the pipeline switched on so the water can flow into
Melbourne's dams.
But the state government says that's impossible and the receiving dam, Sugarloaf Reservoir,
is already full.

Qld: Asian tourists drowns on the Gold Coast
BRISBANE, Feb 17 AAP - A 20-year-old man drowned on a Gold Coast beach today despite
extensive attempts at resuscitation.
A Queensland Ambulance spokeswoman said paramedics had been called to the corner of
Cavill Avenue and The Esplanade, Surfers Paradise, at 7.45am (AEST) to find witnesses
already administering CPR to the man.
Paramedics took over CPR while transporting the man, believed to be an Asian tourist,
to the Gold Coast Hospital.
He was officially declared dead a short time later.
Police said the man had not been swimming between the flags, which were yet to be erected
for the day.

SYDNEY, April 11 AAP - Storytelling has been an integral part of Aboriginal culture
for hundreds of years, and now the federal government hopes it will improve their health.
The nationwide Live Longer program has four main messages: quit smoking, eat healthy
foods, get regular exercise, and have regular medical check-ups.
Federal Indigenous Health Minister Warren Snowdon on Monday launched the four-year,
$21.3 million campaign at the National Centre for Indigenous Excellence in Sydney's inner
city suburb of Redfern.
"It's been built on solid research, which tells us we've got to get people who are
storytellers in our communities talking about the importance of good health and how to
achieve it," he told reporters.
Recent research into remote communities found mainstream health messages focusing on
"warnings and consequences" had little affect.
"It was the common belief within many communities that chronic disease, such as cancer
and diabetes, were an inevitable consequence for indigenous Australians," he said.
Indigenous smoking rates are 50 per cent higher than the national average, and smoking
causes 20 per cent of indigenous deaths.
"If we want to close the life-expectancy gap in the Aboriginal and Torres Strait Islander
populations across the broader community, then we need to take action around the big things,"
Mr Snowdon said.
"Aboriginal people need to be the drivers - the storytellers, in fact - of health messages
for their own communities."
Based on this, the Live Longer campaign will feature more than 60 healthy community
days held in urban, regional, and rural and remote areas during the next 14 months.
"In some places, where there are large populations of young people, you might want
to be talking to parents about how to make sure they're fed before they go to school,"
Mr Snowdon said.
NSW Waratahs fullback Kurtley Beale, South Sydney Rabbitohs halfback Chris Sandow and
Australian Women's Rugby League indigenous all-stars Eunice Grime and Chloe Caldwell attended
the launch.
Mr Sandow was raised in Cherbourg, Queensland, about three hours northwest of Brisbane.
"I grew up in an Aboriginal community that's been affected pretty much by alcohol,
drugs and cigarettes," he told reporters.
"They grew up with seeing their mum and dad or their uncles and cousins doing it. It's
pretty tough."
Mr Sandow said professional athletes involved in the campaign will help make a difference.
"They see us on TV every week and they're probably sitting at home saying `I want to
be like him'," he said.
Mr Snowdon said the program will depend on local leaders of indigenous communities
to push the program's healthy lifestyle message.

FED:Govt set for MRRT showdown with states
The federal government is poised for a showdown with the states over mining royalties
.. following a report into its proposed Minerals Resource Rent Tax.
Treasurer WAYNE SWAN says the government would carefully consider the 94 recommendations
made by the MRRT policy transition group before responding to the report early next year.
The report recommends all current and future state and territory royalties be credited
against tax liabilities .. contradicting the government's stance.
The battle lines are expected to be drawn by resource rich mining states including
Western Australia and Queensland .. whose premiers have been vocal about holding on to
their states' royalties rights.
Mr SWAN says he's confident the issues can be worked through with the states.
But Premier ANNA BLIGH says Queensland won't give up the right to set royalties for
its resources.

surf conditions on most Sydney beaches and along the south coast of New South Wales.
Surf Lifesaving Australia says the conditions are also dangerous for rock fishers and
people in small boats.
A southerly swell has brought waves over two metres to south-facing beaches.

The stoush for the deputy leadership of the South Australian liberal party might have
just become a one-horse race.
Just two weeks after the party almost toppled Labor at the state election .. it was
facing fresh turmoil and a fight for the deputy leadership .. only a week after former
leader MARTIN HAMILTON-SMITH appeared victorious in the position.
It was expected Mr HAMILTON-SMITH and water spokesman MITCH WILLIAMS would face off
at tomorrow's party room meeting .. despite Mr WILLIAMS not even making the final round
in last week's vote.
But it appears the former leader won't recontest his week-long tenure.
ISOBEL REDMOND .. who was returned to the top job unopposed last week .. is yet to
announce her shadow cabinet.

CANBERRA, Aug 22 AAP - The Nationals have agreed to defer voting on a policy resolution
that some members fear would limit farmers' freedom to choose what they wish to do with
their land in the future.
Several members of the Nationals have expressed concerns that a proposal to protect
prime agricultural land from future mining and forestry developments would dictate whether
farmers could be able to grow trees on their properties because of the drought.
One of those against the motion was WA National Wendy Duncan, who said it should be
up to landholders as to what they wanted to do with their land.
Opposition agriculture spokesman John Cobb agreed.
"She's quite right. If I want to put a forest on my farm then that's my damn right to do so."
Nationals senator Fiona Nash, who was in favour of the policy, said the world population
was predicted to reach 9 billion by 2013.
"And we are going to have to feed that population.
"It's not only going to be our capacity to feed ourselves domestically, it's about
our responsibility to the rest of the globe and to developing nations," she said, urging
the resolution be passed.
NSW National Katrina Hodgkinson said the major problem with the proposal was the definition
of prime agricultural land.
Ms Hodgkinson, a farmer near Yass in NSW, said the past ten years of drought had been
pretty horrific for her property.
"But will that still be declared as prime agricultural land?" she asked delegates.
"If it becomes unsustainable for me to continue as a farmer on that land, where do my rights go?"
Another motion that called on the federal government to conduct a social impact study
on the effects of water buybacks on regional communities was also deferred until Sunday.
Nationals Senate leader Barnaby Joyce said his concern with the proposed policy was
the use of the word "any" in the motion, referring to adopting a policy that related to
conducting a social impact study on any further water entitlements.
Some licences should be able to be sold.
If the commonwealth can't buy any water licences, it would place further pressure on
the marketplace, he said.
The council will vote on both motions, in an amended form, on Sunday.

MELBOURNE, April 14 AAP - It's not the kickboxing on Mothers Day at a notorious hotel
the government doesn't like, it's the way it's being promoted.
That was the message on Tuesday from Consumer Affairs Minister Tony Robinson who said
the QBH nightclub promoter's spin on the event - Mothers Day Mayhem - sent mixed messages
to the public.
He said he had spoken with QBH licensee Bruce Mathieson who had agreed that the promotion
of the event was inconsistent with the undertakings he had given following a wild brawl
outside the club last month.
"He acknowledged that QBH has become a beacon for anti-social activity and agreed to
tighter conditions," Mr Robinson told reporters.
"However, the (kickboxing) event being promoted undermines the commitment he had given.
"There is nothing inherently wrong with kickboxing per se but to be promoted in that
way, called "Mayhem", when the licensee has acknowledged that there are problems around
that venue is inappropriate."
He said the government did not want to tell licensees what they could and could not
do inside their premises.
"But the owner has acknowledged that (QBH) does act as a beacon for anti-social activities
and, having put that on the record, to be allowed for an activity with Mayhem in the title
sends out mixed messages - it doesn't add up," Mr Robinson said.
He said the government wants to encourage promoters to act more responsibly.
"If we continue to see promoters bowling up ideas and thinking someone else can bear
the responsibility then the government will be forced to take more drastic action," he
said.
"'Mayhem' reflects the lack of commonsense - I have asked them to reconsider the way
that event is being promoted."
Mr Robinson also said that more high quality cameras are being set up around the CBD
nightclub precinct to try and cut down on violence.
He said the high quality footage obtained by police following the brawl outside the
QBH last month allowed them to make four arrests.
"They greatly assist police in the work they do in investigating assaults," he said.
Ten people were injured in a mass brawl involving up to 30 people at the venue last Friday.
A succession of violent incidents have occurred at the club, which police described
as Melbourne's "worst", with two men - 22 year-old Shannon McCormack and 24 year-old Matt
McEvoy - killed in fights there in the past two years.

NSW: Rudd government on six month high: Newspoll
SYDNEY, Dec 9 AAP - The Rudd government has been given an early Christmas present,
with support for Labor leaping to a six-month high.
With voters lapping up its $10-billion stimulus package, support for the government
and for Prime Minister Kevin Rudd shows no signs of decline, according to a Newspoll reported
in The Australian.
On a two-party preferred basis, the Labor Party has leapt four points since the last
survey to 59 per cent - its best result in six months - while the coalition is languishing
at 41 per cent.
Mr Rudd's rating as preferred prime minister has also risen, up three points to 66 per cent.
But the tidings are not good for Opposition Leader Malcolm Turnbull, whose standing
as preferred prime minister has dropped two points to 19 per cent, his worst result since
being elected leader in September.

A new survey's found fewer than 40 per cent of young adults would have sufficient savings
to maintain their lifestyle if they lost their job tomorrow.
Most of those in the 21 to 34 age group live from pay day to pay day .. and spend most
of their disposable income without saving for major purchases or long-term investment.
The findings of 400 responses through Facebook show that despite the offer of high
interest rates on savings accounts .. more than 30 per cent claim to have no savings at
all.
Men appear to be the worst savers .. with 43 per cent saying they've put nothing aside
for a rainy day.

A NSW jury has been told a prisoner's phone conversation with his girlfriend was raising
the idea of him marrying two women .. not about placing a bomb on a Sydney street.
It's alleged HUSSAN KALACHE discussed the bomb plan with his girlfriend JILL ALLISON
COURTNEY during a phone conversation on July 23 2005.
But COURTNEY's barrister JULIA HICKLETON has told the Supreme Court jury that after
the recorded call ended .. KALACHE and COURTNEY continued their conversation in another
call a few minutes later.
Ms HICKLETON says in that conversation KALACHE tells COURTNEY of his new idea about
marrying two women .. as is permitted in the Muslim faith.
27 year-old COURTNEY from Casula and 28 year-old KALACHE .. who was an inmate at Lithgow
prison .. west of Sydney .. have pleaded not guilty to conspiring to murder unknown persons
between June 1 2005 and March 24 2006.
They've also refused to accept a lesser charge of conspiring to cause an explosive
to be placed in or near a public place with the intent to cause actual bodily harm to
unknown persons.
The crown alleges the calls reveal COURTNEY was very much in love with KALACHE and
she agreed to plant a bomb in return for a promise of marriage.
The trial is continuing.

Mr ABBOTT says he's become wiser and more experienced since he first came up with the
idea .. and says any reform of the hospital system needs to make sure it doesn't make
the situation worse.
Labor leader KEVIN RUDD unveiled a two billion dollar carrot for the states yesterday
.. aimed at improving the health system with upfront funding and bonus payments for meeting
targets.
But if the states don't agree .. a federal Labor government could take financial control
of Australia's 750 public hospitals.
Mr ABBOTT has told the Nine network the plan is a stunt which could make things worse.

The state's Easter toll is seven greater than for the Easter long weekend last year
.. and is the worst recorded by any state or territory this year.
NSW has ended with nine fatalities.
Four people have died in Queensland.
Two have been killed in Western Australia.
There's been a single fatality in the ACT .. but South Australia .. the Northern Territory
and Tasmania have remained fatality free.
The Easter road toll period ended at midnight.

SA: Man charged with aggravated assault of school girl
ADELAIDE, Aug 1 AAP - A 23-year-old man has been arrested over the aggravated assault
of a primary school girl after an incident initially described as an attempted abduction.
Police said the man was arrested today and charged over the incident at the Salisbury
Heights Primary School, in Adelaide's northern suburbs, yesterday afternoon.
Police yesterday said the girl managed to fight off the man who allegedly twice tried
to grab her and pull her away.
"The young girl struggled and managed to break free," a police spokesman said.
Today, police said the man was allegedly in the school grounds for a domestic-related purpose.
A spokesman said the girl was not known to the man but the attack was not random.
"Police would like to reassure the community the incident is not a random attack,"
the spokesman said.
The arrested man was granted police bail to appear in the Elizabeth Magistrates Court
at a later date.
His bail conditions included a provision that he not attend the Salisbury Heights Primary School.

Qld: Recent rain fuels mosquito borne disease
Recent rain has caused an big increase in the number of Queenslanders suffering a debilitating
mosquito borne disease.
Queensland Health has recorded 429 cases of Ross River virus this year .. compared
to 97 for the same time last year.
Ross River virus is spread by the bite of an infected mosquito .. and can cause pain
and swelling of the wrists .. knuckles .. knees and other joints lasting up to six weeks.
Queensland Health says the majority of cases were in the state's south-east and Wide
Bay -Burnett areas.

NSW: Motorcyclist charged after 200kph police pursuit
A man will face court today after allegedly leading police on a chase through south-west
Sydney at speeds of more than 200 kph.
Police allege the 34-year-old Fairfield man was detected speeding on a motorcycle in
Badgerys Creek Road last night.
He was allegedly caught doing 98kph in a 60kph zone.
As police tired to stop the motorcycle, he allegedly accelerated at speeds of more than 200kph.
He then crashed and was arrested.
He's been charged with exceeding the speed limit by more than 45kph, dangerous driving
and disqualified driving.
He's due to face Parramatta Local Court today.

Diplomat Direct Marketing Corporation Reports Third-Quarter and Nine-Month Results.
TEANECK, N.J.--(BUSINESS WIRE)--Aug. 20, 1999--
Diplomat Direct Marketing Corporation's (Nasdaq:DIPL) net sales for the third quarter ended June 30, 1999, were $15,380,425 compared with net sales of $20,603,127 for the same period a year ago. The net loss for the quarter was $3,299,708 compared with a net income of $99,317 in the corresponding period a year ago. The net loss per common share in the quarter was $0.23 basic and $0.22 diluted, compared with net earnings per share of $0.00 basic and $0.01 diluted in the same period of 1998.
For the nine months ended June 30, 1999, the company reported net sales of $56,442,962, compared to net sales of $57,118,755 in the corresponding period a year ago. The net loss for the nine months totaled $7,678,414 compared with a net loss of $199,387 in the same period of 1998. The net loss per share was $0.63 basic and $0.61 diluted, compared with a net loss per share of $0.04 basic and $0.01 diluted for the same period a year ago.
The company attributed the third quarter loss to reduced net sales while expenses remained constant. Net sales declined due to fewer catalogs being mailed during the quarter and more order cancellations and sellouts. The company, whose sales historically vary proportionate to the number of catalogs mailed, distributed 8 million Lew Magram(R) and Brownstone(R) catalogs during the third quarter of fiscal 1999 as compared to 14 million catalogs during the same quarter of fiscal 1998. The company has also been unable to obtain sufficient vendor credit due to the company's inadequate working capital. The lack of sufficient credit has resulted in delays in delivery of merchandise that resulted in a larger percentage of merchandise orders being cancelled by customers or cancellation by the company because merchandise could not be delivered. In spite of the reduction of net sales, expenses, however, remained the same as the third quarter of one year ago, which is attributable to the increase in catalog production costs which are typically written off over the sales life of the catalog. The life of the catalog in this period was reduced as a result of the company's inability to mail books over a regular catalog schedule.

We believe that if we can improve our working capital, we would be able to obtain the necessary vendor credit to timely deliver merchandise to our customers and reduce cancellations and sellouts. The company has previously announced that it has restructured its asset based credit facility. The company, however, has borrowed the maximum available under the facility and has obtained additional funds only to meet immediate cash needs. The company also plans to sell in a public offering 2 million shares of common stock after giving effect to a 1-for-6 reverse stock split, which the company plans to close in September 1999. The public offering will be made only by means of a prospectus. The company can not assure, however, that a public offering will be completed. Finally, as a result of the company's severe cash shortage, the company has significantly reduced cash expenditures. It is too early to determine whether such reductions will be sufficient to effectively meet the company's financial obligations.

Watching internet content on the TV is an immediate desire for many viewers, with 28% demanding smart TV
As a concept, 'smart TV' has been old news for some time, but recent data from the YouGov SixthSense Home Entertainment report shows that for most viewers the idea of watching online content via a TV is still a distant prospect. In a survey last November of more than 2,000 consumers, 60% said they watch online TV content through any number of online sources, from iPlayer to YouTube. Of those, a quarter said they could watch online content on their regular TV.
However, of this number, only 12% do so through the use of a web- connected TV, precluding the use of additional IPTV devices, internet- enabled consoles and media players. A connected laptop is needed for 42% to watch online content on their TV.
Although a tiny number of consumers have access to smart TV, watching internet content on the TV is an immediate desire for many viewers. In our survey, 28% of respondents said they expect their next TV to enable them to watch internet content. Even so, demand for smart TV is less than half that for HD capability - 63% expect to receive broadcast HD content without the use of external devices, while only 28% demand smart TV. In today's austere economy, consumers are more likely to opt for a cheaper internet-enabled external device than they are to invest in a internet-connected TV.
The penetration of smart TVs may be low, but a significant proportion of people are watching online content through their TVs nonetheless. In further proof that games consoles are the Trojan horse of 21st century home entertainment, a Nintendo Wii, PlayStation 3 and Xbox are used by 39% of consumers to access online content.
The main driver behind consumers' motivations to access IPTV content is choice - 30% said that being able to access the internet via their TV would enable them to watch more of what they wanted, and almost a quarter (24%) said they would watch more programmes if they could watch online content on their TV. But while consumers may crave the choice that smart TV affords, most are resigned to the fact that they'll have to wait for the privilege. An optimistic 15% expect to be able to watch online TV content via their TVs within the next three months, but over twice as many (36%) suspect it will be more than two years before this becomes a reality.

A THIS is a great collection to have and would be of particular interest to a Stones fan. Rolling Stones Monthly - not to be confused with the popular music magazine - was edited by the band for the fans and you have the complete run from June 1964 to November 1966.
These are certainly worth putting up on an internet auction site with a reasonably high reserve. I have seen some copies in good nick make over pounds 10 each. The Stones are one of the big bands which are collected worldwide so I am sure you will find some interested potential buyers if you decide to sell them.
Cyber-casino: Internet stocks. (initial public offerings by Internet companies)
WALL STREET regulars were already perplexed by the mania over Internet stocks: shares of firms with almost no track record, being bought by investors with no experience, at prices that appear to make no sense. But the announcement last week that Wired Ventures, which publishes Wired, a breathless but popular high-tech magazine, plans to go public at an Internet- style price was too much. The analysts may not know how to value mysterious things like digital cash; but they do know that no three-year-old monthly is worth $450m (Wired's prospectus estimate). Is this a sign that Net stocks have lost touch with reality?
Perhaps. But although the sceptics may be right about Wired's value, the reasons that they give are the wrong ones. In the real world, this is indeed just a magazine; but on the Internet it is potentially a great deal more. And by understanding why, investors can glimpse the factors that are driving the roller-coaster performance of Internet shares in general (see chart below).

Because much of Wired's value is tied to the success of Hot-Wired, its on- line subsidiary, it might be treated as a sort of on-line service, not unlike America Online, which trades at price-earnings multiples five times those of traditional publishing firms. On that basis, Wired's future revenues would depend largely on the size of the Internet itself, which has been doubling about once a year for as long as anybody can remember.
The potential for massive rewards, therefore, clearly exists. But to determine just how massive requires investors to solve a difficult problem. Even if they are willing to try their luck at guessing how fast the Internet will grow, they must also try to figure out how much of that increased traffic will translate into revenues. "Will people want to shop on-line?", for example, is a $100 billion unanswerable question. Even in biotechnology, where company valuations are notoriously unreliable, the potential demand for a given drug is reasonably easy to guess: just count up the sick people. So what should investors do? One approach is simply to give up trying to value Net stocks altogether. But this does not eliminate the need to decide: one can either buy the shares or not. Serious investors, therefore, must force themselves to make some assumptions, even if they turn out to be unrealistic.
One way to make those guesses more intelligently is to distinguish between different categories of Internet firms. They fall into three broad types: infrastructure, software and services, and media.
Internet infrastructure seems like a relatively sure bet. Whatever direction Internet commerce takes, the one thing that is certain is that it will all have to pass through the wires, computers and routing equipment of the network itself. The companies that make this hardware, led by firms such as Cisco Systems and Sun Microsystems, are therefore relatively sound investments. But they are also the least likely to stumble across an extraordinarily rich seam of hypergrowth: Morgan Stanley, an investment bank, reckons that revenues in the sector will rise by 30-40% a year.
Software and services are trickier. This sector includes Netscape, firms that provide financial services and so forth, and is bound to be a good market overall (50-60% annual growth, by Morgan Stanley's reckoning). But the usual difficulties in picking winning software technologies and companies are compounded by the speed at which the market is changing. A seemingly insurmountable technology lead can vanish overnight, bringing down an analyst's rosy valuation model with it.
Finally, there is media. The problem here lies in picking firms with sustainable advantages. Firms such as Wired that publish their own content risk losing the loyalty of the fickle Web surfer in a sea of competing sites. And those that earn money compiling other firms' information can be imitated easily (witness the profusion of search, indexing and news services).
Many Net-stock investors care little for these niceties. They simply see a huge new market opening and want a piece of it. Those who bought early and held on have made a bundle so far. Thirteen of the 15 firms in our chart are trading above the price at which their shares were initially sold to the public.

Perhaps this is a bubble, bound to burst when Internet stocks lose favour. But there is one reassuring sign: like normal stocks, they tend to rise on good news and fall on bad. Even if the price is wrong, therefore, at least it is always moving in the right direction. What more could investors ask?

Soldier Indicted for Using the Internet to Set Up Sexual Encounter With 13-Year-Old Girl.
OKLAHOMA CITY, Okla., Feb. 8 /PRNewswire-USNewswire/ -- A federal grand jury has returned an indictment against Scott William Johnson, 34, of Lawton, Okla. for using the Internet to arrange a sexual encounter with a person who he believed to be a 13-year-old girl, U.S. Attorney John C. Richter of the Western District of Oklahoma announced today.
According to the indictment, on Jan. 20, 2007, Johnson used the Internet to discuss his desire to have sex with a person he believed to be a 13-year-old girl, and to make arrangements to travel to her home. It is alleged that Johnson did travel to the home to have a sexual encounter with the girl. However, Johnson was not communicating with a 13-year-old girl but with undercover personnel working with the Walters Police Department.
According to court records, Johnson is an E-5 Sergeant in the U.S. Army stationed at Ft. Sill, living in Lawton, Okla. If convicted, Johnson faces no less than five and up to 30 years in prison, a fine of up to $250,000, or both.
This case was brought as part of Project Safe Childhood. In February 2006, Attorney General Alberto R. Gonzales launched Project Safe Childhood, a nationwide initiative designed to protect children from online exploitation and abuse. Led by the U.S. Attorneys Offices, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as identify and rescue victims.
